CIVIL DEFENSE ANTI TERRORISM - PEOPLE'S RESPONSIBILITY- NOT GOVERNMENT 


"We the People of the United States"  - Not we the government, Not we the King, not we the President -  in Order to form a more perfect Union -  It is the People's responsibility to " Form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence,  promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity

WE need a massive national Civil Defense Anti Terrorism initiative in this country and the world. The Houston disaster, the rescue of British stranded invasion forces at Dunkirk, Katrina in New Orleans  the Terrorists bombing in Boston, New York, Paris, London, and many other cities worldwide points to the fact that government and law enforcement haven't the manpower, equipment, funding, or, in reality, a game plan to prevent these tragedies.What is needed is a civil defense initiative utilizing the common man and woman. with special skills and equipment. For example in Houston a coordinated rescue operation under a Disaster Preparedness Agency as we have in Charleston could have rescued many more people in an organized effort. Charleston Disaster Preparedness alongside local police have generators, communication equipment, and are better ready for most emergencies.

During the riots at USC I became a buffer between students, Law Enforcement, and Sled Chief J.P. Strom. Chief Strom gave me a special pass to do wherever I saw fit after the curfews. I was able to try to keep both sides apart. I became Director of Student Government Security as a Junior and developed a student Night Patrol as well as Student Marshall Program to buffer unrest at USC should it erupt again. I also won a Carnegie Institute Grant and published a paper on my efforts.

During Hugo Chief Greenberg brought me in to help out with the emergency radio room so I saw first hand a Herculean effort to protect Charleston. I realized then a Civilian Network could have been effective. During WW2 in Milford Connecticut my grandfather and a dozen other pleasure boat Captains volunteered to be part of the Milford Coast Guard Auxiliary and civilians patrolled the Long Island Sound and the rivers housing Winchester guns, Sikorsky  aircraft and a number of other munitions makers. Such an organized group in Charleston could spring into action during and after a hurricane right here in Charleston.
