Good morning Rev. Tarlesson,

 

Thank you for reaching out, and also for taking time to come to DC to visit in person last March.

 

In your communication you mention several programs within the USDA in which NESDAC would like to partner. To ensure that I’ve got this correct I’ve broken them down.

 

  1. You’d like to apply for 3 years of funding for beginning farmers development funding, presumably through USDA’s Beginning Farmer and Rancher Development Program; which is operated through a separate agency, the National Institute of Food an Agriculture (NIFA).   2. You’d like to know more about operating as a relender through the USDA Intermediary Relender Program. This program is also offered through another agency, Rural Development (RD). More information on this program can be found here: Intermediary Relending Program | Rural Development (usda.gov)


If I’ve got this correct let me know and I’ll refer you to my colleagues there.

 

The Farm Ownership Down Payment Program, and the Land Contract Guarantee Program are two program that are with the Farm Service Agency (FSA) but we do not have the authorization from Congress to operate through partners. We can certainily share more information about how your producers could participate.

 

  1. You’d like to participate in Farming Opportunities Training and Outreach Program. The aspect of that program that isn’t housed at NIFA through BFRDP, is the 2501 Program. The fact sheet for that program is here:

If you’d like more information I can get you in touch with the USDA Beginning Farmer and Rancher Coordinator.

 

While the proposal you attached truly looks like a transformative opportunity it doesn’t seem like something we have the authorization or appropriation for. If you are able to successfully move that through congress, it certainly seems to hit at several different aspects of the challenges faced by underserved producers of all types, and I hope you find some champions in there to advance that initiative!

We at National Economic and Social Development Action Committee (NESDAC), 501(c)(3) nonprofit, would like to express our appreciation and profound gratitude to you Mr. Zach for your interest and effort in funding FSA 3 years beginning farmers, rancher and managerial development and training program pilot for the following groups: Ready-to-work underrepresented, underserved, underemployed, people of color, inner-city youth (18 years of age /older), Veterans, public welfare utilizers, homeless adults, formerly incarcerated, juvenile/foster age-out in transition, high school drop-outs, distressed communities, refugee adults residing in the United States, and other resource-poor people seeking agricultural employment, careers, etc. 

 

Also, we would like to establish and operate: USDA Intermediary Relending Program.

 

Also, to implement following USDA/FSA programs such like: a) Farm Ownership Down Payment Program: FSA to help meet the credit needs of socially disadvantaged beginning farmers and ranchers; b) Land Contract (LC) Guarantee Program: Land Contract Guarantee Program, established in 2002 designed to help beginning farmers and ranchers build the foundation for a successful career in agriculture by encouraging land transfers to beginning and socially disadvantaged farmers by guaranteeing payment to the seller; c) Farming Opportunities Training and Outreach (FOTO) program known as the 2501 established in the agricultural Act of 2018 to encourage and assist socially disadvantaged and veteran farmer and rancher (SDVFR) program, and beginning farmers and ranchers (BFRs) in the ownership and operation of farms and ranches.
